put it in the garbage can next to the toilet. some places with septic tanks don't let you flush t.p. not sure why, since modern paper should break down in a septic tank, but i've heard of that rule before.

Truth. This was often the case when I was in Mexico, since a lot of their plumbing couldn't account for it.

If possible, I'd find another bathroom as soona as I saw the sign! Leaving the building, if necessary.

When I was a teen, one of my cousins lived in a house that had some dreadful plumbing problem that led to the same prohibition. There was a special trashcan in the bathroom just for used TP. I had to constantly empty that trashcan in order to even be in the house. I do that with dirty diapers, too - they go to an outside trash can as soon as they come off the baby.
