What was that reference tool?

I seem to recall that there was a way to find out what academic papers cited a particular paper. For example, I could search for papers that cited Ken Thompson's Reflections on Trusting Trust.

Does anyone know of such a thing?

I thought Google Scholar was a poor man's version of Citation Analysis.

Web of Science is the tool, I think, for science papers:

i suspect you need university access --http://isiknowledge.com/ -- is asking for my University authentication before I can enter the site.
