Personal references?

I'm filling out a Nolo Press rental application, which asks for two personal references. It's already asked for previous and current landlords and employers. Who should I put down as a reference?

I think the idea of the personal reference is like a half-way point between a cosigner and a professional reference. Or maybe just to prove that you're not such a loser scumbag that you can't even get any friends who are willing to lie about your good character and financial responsibility over the phone for you. ;)
