Civilian contractors?
The "civilian contractors" killed in Iraq weren't exactly building a water treatment plant. They were mercenaries, employees of one of the private military firms who'll be anybody's soldiers -- elite troops who have quit the government's employ and are no longer subject to the rules of war or the Code of Military Conduct.
